[vinnomot] Is it lawful to give Zakat to a disbeliever? / comment

None of Moslim Countries have ever given Charity for Non Moslims besides Col. Qaddafi ruled Libya, who used to issue some grants to Colleges and Universities in USA, where Libyan Students were sent to study and King Zahir Shah ruled Iran used to do the same.
 
No Moslim, who became Multi Millionaires or Billionaires living in Non Moslim rich advance countries have been known to give Charity to Non Moslim Organizations of those countries either though, they earned all their wealth off Non Moslims. Pretty crude facts, while almost all poor Moslim Countries have been living-off Charity of Non Moslim Countries for decades. Aren't they?
 
Forget about giving Charity to Non Moslims, Moslim rich don't think of giving Charity to their own kind. The Problem is, it takes them too long to realize they are rich enough and they usually die before realizing this. Allaho Akbar ...! What can you do?

It is not prohibited at all to give Zakat to a disbeliever.
 
Please examine the following teachings of the Prophet Muhammad on the charity:
 
[2:177] Righteousness is not turning your faces towards the east or the west. Righteous are those who believe in GOD, the Last Day, the angels, the scripture, and the prophets; and they give the money, cheerfully, to the relatives, the orphans, the needy, the traveling alien, the beggars, and to free the slaves; and they observe the Contact Prayers (Salat) and give the obligatory charity (Zakat); and they keep their word whenever they make a promise; and they steadfastly persevere in the face of persecution, hardship, and war. These are the truthful; these are the righteous.
 
[2:215] They ask you about giving: say, "The charity you give shall go to the parents, the relatives, the orphans, the poor, and the traveling alien." Any good you do, GOD is fully aware thereof.

[9:60] Charities shall go to the poor, the needy, the workers who collect them, the new converts, to free the slaves, to those burdened by sudden expenses, in the cause of GOD, and to the traveling alien. Such is GOD's commandment. GOD is Omniscient, Most Wise.

[17:26] You shall give the due alms to the relatives, the needy, the poor, and the traveling alien, but do not be excessive, extravagant.
 
The Quran never ever makes any distinction whatsoever among believing and disbelieving parents, relatives, the needy, the poor and the traveling alien when comes to paying Zakat or obligatory charity to them.  Sadly, man made teachings falsely attributed to the Prophet Muhammad diverts us from the path of God:

[31:6] Among the people, there are those who uphold baseless Hadith, and thus divert others from the path of GOD without knowledge, and take it in vain. These have incurred a shameful retribution.

A- I! t is pro hibited to give Zakat to a disbeliever, a dhimmi (a non-Muslim living under the protection of an Islamic government), or an atheist, because the Prophet (peace be upon him) said that Zakat "is to be taken from the rich amongst them and be given to the poor amongst them" meaning that Zakat is to be taken from the rich amongst the Muslims and be paid back to the poor also amongst them and thus non-Muslims are not to be given anything from it.
Ibnul-Mundhir says, "All the scholars (religious scholars and those of Fiqh) we have learned from unanimously agree that no dhimmi is to be given anything from the Zakat funds."
