The earth is made available for human use, without abuse or misuse. 17.70 We have honored the sons of Adam; provided them with transport on land and sea; given them for sustenance things good and pure; and conferred on them special favors above a great part of Our Creation. Therefore, all mentioned verses clearly state that the heavens and the earth, the rivers and the seas, the cattle and animals, and much more are subjected to humanity. In this, we find support and backing for the institution of Khilafah. This will strengthen the human being to fulfill his/her basic role on earth, which is to worship God. "And He has subjected to you, as from Him, all that is in the heavens and on earth: behold, in that there are Signs indeed for those who reflect." (Qur'an, 45:13)
"Do you not see that God has subjected to your (use) all things in the heavens and on earth. And has made His bounties flow to you in exceeding measure, (both) seen and unseen?" (Qur'an, 31:20)
"He has made subject to you the Night and the Day; the Sun and the Moon; and the Stars are in subjection by His command: verily in this are Signs for people who are wise." (Qur'an, 16:12 ) "And the earth We have spread out; set thereon mountains firm and immovable; and produced therein all kinds of things in due balance." (Qur'an, 15:19 ) The Qur'an, moreover, makes it clear that the earth is our habitat and that we are required to dwell on it, work it out and establish a balanced way of life without excesses or deficiencies. To limit the translation of I`mar to inhabitation will not do justice. The meaning includes spreading and settling all over the earth, inhabiting every livable quarters, building
etc. In short, it includes every positive activity that would make life on earth prosperous. If an activity diverts humanity from the right path (i.e. against the Shari `ah), then it cannot be considered as I`mar. The following verse reflects the relationship between creation and the positive role expected from humanity: "To the Thamud People (We sent) Salih, one of their own brethren. He said: 'O my People! Worship God: you have no other God but Him. It is He Who has produced you from the earth and settled you therein: then ask forgiveness of Him, and turn to Him (in repentance): for my Lord is (always) near, ready to answer.'" (Qur'an, 11:61) This verse reminds us of the bounty that God has bestowed upon humanity. There is a beautiful connection in the verse between demanding pure monotheism from humanity at large, despite the context which uses the people of Thamud as a medium. Believing in the Oneness of God and the notion of I`mar come hand in hand. The renowned contemporary Muslim scholar Sayyid Qutb commented on this verse; he said: "And Salih reminded them (the people of Thamud) about their origination from earth, the creation of every individual from the nutrition of the earth or from its components that make up their bodies. Despite being (created) from this earth and its elements, Allah appointed them vicegerents so that they may inhabit it! He wanted them to be vicegerents as a species, and as individuals to replace those who came before they did!" Thus it was, but We made the Children of Israel inheritors of such things. ( ÓæÑÉ ÇáÔÚÑÇÁ , Ash-Shuara, Chapter #26, Verse #60) He it is That has made you inheritors in the earth: if, then, any do reject ((Allah)), their rejection (works) against themselves: their rejection but adds to the odium for the Unbelievers in the sight of their Lord: their rejection but adds to (their own) undoing. ( ÓæÑÉ ÝÇØÑ , Fatir, Chapter #35, Verse #39) We did aforetime give Moses the (Book of) Guidance, and We gave the book in inheritance to the Children of Israel,- ( ÓæÑÉ ÛÇÝÑ , Ghafir, Chapter #40, Verse #53) Our home (i.e. earth) should be tidy. From an Islamic perspective, this is only possible if the Shari `ah is fulfilled, and humanity lives according to divine law. The Qur'an shows that any attempt to achieve I`mar and prosperity away from divine revelation and guidance will certainly lead to destruction: "Do they not travel through the earth; and see what was the End of those before them? In strength they tilled the soil and populated it in greater numbers than these have done: there came to them their apostles with Clear (Signs), (which they rejected, to their own destruction): it was not God [Allah] Who wronged them, but they wronged their own souls." (Qur'an, 30:9) The I`mar of the earth should be in areas and projects that could benefit humanity and not harm her. Imara demands Shari`ah : The Ethics of Action Establishing law by Quran,Sunnah(Teaching of Prophet Muhammad sall lahu alaihi wa sallam),Ijma,Qiyas(Anology),Ijtihad,Jihad(Striving),halal,haram-permissible and impermissible,Adl and I'tidal (Justice and Moderation) Establish Allah's Handiwork 30:30 So set thou thy face steadily and truly to the Faith: (Establish) Allah's handiwork according to the pattern on which He has made mankind: no change (let there be) in the work (wrought) by Allah: that is the standard Religion: but most among mankind understand not. 31 Turn ye back in repentance to Him and fear Him: establish regular prayers and be not ye among those who join gods with Allah, 4.58 Allah doth command you to render back your trusts to those to whom they are due; and when ye judge between man and man that ye judge with justice: verily how excellent is the teaching which He giveth you! for Allah is He who heareth and seeth all things.
8.27 O ye that believe! betray not the trust of Allah and the apostle nor misappropriate knowingly things entrusted to you.
4.135 O ye who believe! stand out firmly for justice as witnesses to Allah even as against yourselves or your parents or your kin and whether it be (against) rich or poor: for Allah can best protect both. Follow not the lusts (of your hearts) lest ye swerve and if ye distort (justice) or decline to do justice verily Allah is well-acquainted with all that ye do. 4:65 But no by thy Lord they can have no (real) Faith until they make thee judge in all disputes between them and find in their souls no resistance against thy decisions but accept them with the fullest conviction. 4:105 We have sent down to thee the Book in truth that thou mightest judge between men as guided by Allah: so be not (used) as an advocate by those who betray their trust. 5:49 And this (He commands): Judge thou between them by what Allah hath revealed and follow not their vain desires but beware of them lest they beguile thee from any of that (teaching) which Allah hath sent down to thee. And if they turn away be assured that for some of their crimes it is Allah's purpose to punish them. And truly most men are rebellious.
Conclusion The Vicegerency of man with the subjection of resourses for inhabitation to reach excellence in hereafter is the ultimate goal. "And the believers, the men and the women, are friends protecting each other; they command what is proper and forbid what is improper, keep up prayer and pay the Zakat (welfare due); and they obey God and His Messenger. It is these on whom God will have mercy. Surely, God is All-Mighty, All-Wise. God has promised to the believers, men and women, Gardens beneath which rivers flow, forever therein to dwell, and goodly dwelling-places in the Gardens of Eden, and greater than anything else, God's good pleasure (and acceptance from Him). That is the supreme triumph." (Q 9:71-72) "And whosoever does a righteous deed, be they male or female, and is a believer, We shall assuredly given them a goodly life to live; and We shall certainly reward them according to the best of what they did." (Q 16:97) "Men who surrender to God and women who surrender to God, and men who believe and women who believe, and men who obey and women who obey, and men who persevere (in righteousness) and women who persevere, and men who are humble and women who are humble, and men who give aims and women who gives aims, and men who fast and women who fast, and men who guard their modesty and women who guard their modesty, and men who remember God much and women who remember-God has prepared for them forgiveness and a mighty reward." (Q 33:35) This is how the Qur'an describes the ideal and the model for men and women and the criterion for the Day of Judgement. This defines what is expected of them as Allah's vicegerents. This lays the foundation of their equality in their human roles in the world. Allah has promised, to those among you who believe and work righteous deeds, that He will, of a surety, grant them in the land, inheritance (of power), as He granted it to those before them; that He will establish in authority their religion - the one which He has chosen for them; and that He will change (their state), after the fear in which they (lived), to one of security and peace: 'They will worship Me (alone) and not associate aught with Me. 'If any do reject Faith after this, they are rebellious and wicked. ( ÓæÑÉ ÇáäæÑ , An-Noor, Chapter #24, Verse #55) They said: "We have had (nothing but) trouble, both before and after thou camest to us." He said: "It may be that your Lord will destroy your enemy and make you inheritors in the earth; that so He may try you by your deeds." ( ÓæÑÉ ÇáÃÚÑÇÝ , Al-Araf, Chapter #7, Verse #129) And We made a people, considered weak (and of no account), inheritors of lands in both east and west, - lands whereon We sent down Our blessings. The fair promise of thy Lord was fulfilled for the Children of Israel, because they had patience and constancy, and We levelled to the ground the great works and fine buildings which Pharaoh and his people erected (with such pride). ( ÓæÑÉ ÇáÃÚÑÇÝ , Al-Araf, Chapter #7, Verse #137) They rejected Him, but We delivered him, and those with him, in the Ark, and We made them inherit (the earth), while We overwhelmed in the flood those who rejected Our Signs. Then see what was the end of those who were warned (but heeded not)! ( ÓæÑÉ íæäÓ , Yunus, Chapter #10, Verse #73) Al-Tirmidhi HadithHadith 42 Narrated byAl-MiqdadAl-Miqdad heard Allah's Messenger (peace be upon him) as saying: There will not remain upon the surface of the earth a mud-brick house or a camel's-hair tent but Allah will instill into it the word of Islam, bringing both mighty honour and abject humiliation. Allah will either honour them by making them worthy of it and those whom He humiliates shall have to render submission to it. I said: The religion will then be entirely for Allah.Transmitted by Ahmad Before this We wrote in the Psalms, after the Message (given to Moses): My servants the righteous, shall inherit the earth."
