First read the following news item from bdnews24.com titled "Tejgaon link road to be opened for traffic on Dec 16: official"
The most likely outcome will be that this particular secretary will not even be there to be held accountable when nothing will be achieved when the time arrives. He will be comfortably transferred to another position. Thats why, they have chosen a secretary to announce this, not the people in RAJUK who aren't likely to be transferred.
Moreover, there is another aspect. The report mentions ""The major portion of the demolition work is done. To expedite the rest of the demolition work, RAJUK has imported machinery."
If the building is demolished so late, the project will not probably be ready to be opened up by December 16, as the report claims.
More importantly, this declaration is big enough for the people of Bangladesh and for the people living in Dhaka, that this declaration can be done through a big ceremony in Bijoy Soroni by the Cheif Adviser or the other advisors responsible for the ministry. Why can't they do that? You have to ask the bureucrats for that, because it is increasingly becoming clear that the advisers aren't running the show,
its the bureacrats who are running the show. Off course, we could be wrong. Only time will say which take is right and which ones are wrong.

Tejgaon link road to be opened for traffic on Dec 16: official

Dhaka, August 12 (bdnews24.com) - The link road connecting Bijoy Swarani with Tejgaon will be opened for traffic on Dec 16, a government official said Tuesday.
"For this, the demolition of Rangs Bhaban will be completed by November," said housing and public works secretary ASM Rashidul Hai.
Hai informed reporters, after visiting the site, about the progress of the demolition work and construction of link road.
"The major portion of the demolition work is done. To expedite the rest of the demolition work, RAJUK has imported machinery."
Rashidul Hai said a total of 23 buildings will have to come down for the construction of the new link road.
"We have already demolished nine buildings. Five more buildings will have to be knocked down by August 20. But there are court cases against demolition of nine others."
"We hope the court will not give any ruling that may hamper the government's good initiative."
He brushed aside any allegations of changing the original plan to save a 'particular building' from demolition.
"This is not true. The plan has been changed to reduce the construction costs, not to favour any special quarter."
"The government has to compensate for demolishing each and every private building. If the road is made on government land then the cost can be reduced," he said.

Thanks for your courageous stance on corruption and creative ideas about what to do with these symbols of blatant corruption and negligence to public interests. One of my ideas was to turn one of these buildings into a Museum (or Monument of Corruption) for people to trace the details of corruption involved in these and other hogh profile projects. This might help our future generations know and abhor such practices... I could give more details about the project, but there are specialists like you - who can perhaps give more professional inputs in such an enterprise if ever taken up by the right authorities.
I consider these two buildings as symbols (monuments?) of high stake corruption and evil power forces that blatantly dared and defied rule of law. These two buildings; one is half destroyed but the other one is still raising its arrogant head above - and saying loudly to ordinary citizens, "dare touch us!". The other part of the story is - all seem to be waiting for the time to "return to democracy" - and things would again be their way. The half broken building will stay and even demand compensation - which would be duly paid by a clique of corrupt "leaders" and shared between them. I am all for return to a rule by elected representatives and oppose the current extended emergency rule. But how could I not appreciate their 'initiatives' to shake the foundations of some of the corporate corruption houses? Looking at things recently though, my trust on them are shaken. Please refer to the implications of sudden flurry of bails obtained by some high ranking corruption moguls!!! These things make one wonder, would breaking of Rangs building be ever completed? Will Hatirjheel canal and road project remain just a dream!!
I hear political leaders speaking daily against the emergency rule, but not making specific pledges to ensure the public that return to democracy would mean end to corruption and wholesale plunder! I did not hear one political party saying categorically, e.g., BGMEA building will be removed and culprits involved in its authorisation process will be punished. No, they would not say this, because they would use their (such "power houses") support to climb the power ladder... And there we go again, round the vicious cycle. I wish I could offer some creative ideas like yours for a solution. I am sorry, I am too frustrated to do that at the moment.

Dear All, It seems to me that my prediction is correct again and again, and AWL will be in power in Bangladesh. I just like to point out that it does not matter who wins but what does matter is how the winner runs the country. I hope that AWL will able to run Bangladesh in constructive way with introducing new educated and competent blood into the system by providing nomination in the upcoming election. I also believe that AWL can do a good job adopting new policies which will help 150 million people, not just few millionaires in the country. We should support whoever wins in the next election. পারছেন কিনা এবং আদালতে তাদের কী ভাগ্য নির্ধারণ হতে যাচ্ছে তা এখনো অস্পষ্ট। কী সমঝোতার ভিত্তিতে শেখ হাসিনাকে বিদেশে যেতে দেয়া হলো এবং খালেদা জিয়ার সঙ্গেও সরকারের কী আলোচনা চলছে তা নিয়েও গুজব-গুঞ্জনের অন্ত নেই। রাজনৈতিক অঙ্গনসহ প্রায় সবক'টি মহলে আলোচনা-গুঞ্জন কেবল দুই নেত্রীকে ঘিরেই নয়, আলোচনা-সমালোচনা আছে অন্যান্য শীর্ষ রাজনীতিকদের নিয়েও। বিশেষ করে দুর্নীতিসহ বিভিন্ন অভিযোগে কারাগারে যাওয়া নেতানেত্রীদের অনেকে একের পর এক জামিনে মুক্ত হওয়া এবং সরকারের বিভিন্ন পদক্ষেপ উচ্চ আদালতে আটকে যাওয়ার বিষয় নিয়েও সৃষ্টি হয়েছে ধুম্রজালের। অন্যদিকে ৪ সিটি ও ৯ পৌরসভার নির্বাচনের পর দেশের রাজনীতির গতি-প্রকৃতি ও ভবিষ্যৎ গন্তব্য নিয়ে নতুন করে শুরু হয়েছে নানামুখী জল্পনা-কল্পনা। নির্বাচন কমিশনের ঘোষণা অনুযায়ী অক্টোবরে উপজেলা নির্বাচন হচ্ছে কিনা, হলে সেক্ষেত্রে রাজনৈতিক দলগুলোর অবস্থান শেষ পর্যন্ত কী হতে পারে, খালেদা জিয়া ও তার জ্যেষ্ঠ পুত্র তারেক রহমান সহসাই মুক্তি পাচ্ছেন কিনা এবং শেখ হাসিনা কবে দেশে ফিরছেন, এসব বিষয়ে স্পষ্ট করে কিছু বলতে পারছেন না কেউÑই। বরং ওয়ান ইলেভেনের পরপরই জনমনে উদ্রেক হওয়া 'দেশ ও রাজনীতি কোনদিকে যাচ্ছে?', সেই প্রশ্নই ঘুরপাক খাচ্ছে এখনো। এরসঙ্গে এখন যোগ হয়েছে আরেকটি প্রশ্ন, দেশ কী পূর্ববর্তী অবস্থায় ফিরে যাচ্ছে? সাধারণ মানুষের পাশাপাশি এসব প্রশ্নের উত্তর খুঁজছেন সমাজের বিশিষ্টজনরাও। এ ব্যাপারে তারা কে কী ভাবছেন, কার কী মূল্যায়ন, গতকাল আমাদের সময়ের সঙ্গে পৃথক আলাপকালে তারা ব্যক্ত করেছেন নিজ নিজ মতামত। অধ্যাপক রেহমান সোবহান: বিশিষ্ট অর্থনীতিবিদ ও সেন্টার ফর পলিসি ডায়ালগের (সিপিডি) চেয়ারম্যান অধ্যাপক রেহমান সোবহান বলেন, আমি নিজের সাবজেক্ট'র বাইরের বিষয় নিয়ে ভাবলেও এনিয়ে কখনো সরাসরি মন্তব্য করিনি, এখনো করি না। এটা সবাই জানে। আমার সাবজেক্ট নিয়ে বলার কিছু থাকলে তা লিখিতভাবে জানাই। তাই রাজনীতি বিষয়ে মিডিয়ায়ও কখনো আমার ছবি দিয়ে কিছু ছাপা হয়নি। ড. বদিউল আলম মজুমদার: সুশাসনের জন্য নাগরিক সুজন'র সাধারণ সম্পাদক ড. বদিউল আলম মজুমদার বলেন, প্রায় সকল বিষয়েÑই জনগণের মধ্যে অনিশ্চয়তা বিরাজ করছে। আমিও কিছু স্পষ্ট নই। তবে আশা করছি ডিসেম্বরে সংসদ নির্বাচন হবে। এটা হওয়া দরকার, হতেই হবে। অনির্বাচিত সরকারের বেশিদিন ক্ষমতায় থাকা উচিত নয়। দুই নেত্রীর সঙ্গে সরকারের কী কথা হয়েছে বা হচ্ছে, সে ব্যাপারে নাগরিকদের শতভাগ জানানো উচিত। সরকার আÍসমর্পণ করছে কিনা, কারো প্রতি পক্ষপাতিত্ব করছে কিনা অথবা কাউকে কাউকে আইনের ঊর্ধ্বে রাখতে চাইছে কিনা, এগুলো স্পষ্ট করা দরকার। কারণ, দুই নেত্রীর সঙ্গে সরকারের কী সমঝোতা হয়েছে বা হচ্ছে তা খোলাসা না করলে এনিয়ে নানা গুজব ধীরে ধীরে ডালপালা ছড়াবে। এজন্য সরকারের উচিত জনগণকে আস্থায় নেয়া। ড. আতাউর রহমান: ঢাকা বিশ্ববিদ্যালয়ের রাষ্ট্রবিজ্ঞান বিভাগের শিক্ষক এবং বাংলাদেশ রাষ্ট্রবিজ্ঞান সমিতির সভাপতি ড. আতাউর রহমান বলেন, দেশ ও রাজনীতির গতিপ্রকৃতি নিয়ে আমি খুব সন্দিহান। বাস্তবতা কোথায় গিয়ে দাঁড়াবে জানি না। তবে অবস্থাদৃষ্টে মনে হয় দেশ নৈরাজ্য ও রাজনৈতিক সংঘাতের দিকেই ধাবিত হচ্ছে। যার নেতিবাচক প্রভাব পড়বে পুরো সমাজে। শুরুরদিকে সরকার যে নীতি নিয়ে অগ্রসর হচ্ছিল সেই নীতি এখন উল্টোপথে রওয়ানা করেছে। প্রথমদিকে সরকার আশার আলো দেখিয়েছিল, দুর্নীতি বিরোধী সংগ্রামে কিছু ঠিক কাজও করেছিল, রাজনীতিকে দূষণমুক্ত করার কাজে হাত দিয়েছিল, এগুলো সবই এখন যেন স্থবির। এটা খুবই দুঃখজনক। আগে যদি জানতাম সরকার মাঝপথে গিয়ে এভাবে উল্টো নীতিতে চলে যাবে তাহলে ঝুঁকি নিয়ে আমরা এত কথা বলতাম না। দেশ নিয়ে ভাবি বলেই বিভিন্ন সময়ে বিভিন্ন মাধ্যমে কথা বলেছিলাম। তিনি বলেন, এ সরকার দিয়ে ভালো কিছু আর হবে না। গণতন্ত্র সুসংহত করা তাদের পক্ষে সম্ভব নয়। আইনকানুন ঢিলেঢালা করে যেভাবে সরকার অপরাধীদের ছেড়ে দিচ্ছে তাতে গোটা জাতি উদ্বিগ্ন। এ সরকারের শেষ পরিণতি কী হবে তা বোঝার বাকি নেই। ড. আতাউর আরো বলেন, দুই নেত্রীর মুক্তিসহ সামগ্রিক বিষয়ে কী হচ্ছে তা জনগণকে সরকারের জানানো উচিত। আনোয়ার হোসেন মঞ্জু: জাতীয় পার্টি (জেপি) চেয়ারম্যান ও সাবেক মন্ত্রী আনোয়ার হোসেন মঞ্জু আমেরিকা থেকে টেলিফোনে বলেন, দেশ গণতন্ত্র ও ভোটের দিকে যাচ্ছে, এনিয়ে আমার মনে সন্দেহ নেই। ডিসেম্বরে নির্বাচনের মাধ্যমে ক্ষমতা হস্তান্তর হবে, তাও বিশ্বাস করতে চাই। তবুও কেন জানি মনে হয়, সবকিছু যেন ট্রায়ালের মধ্য দিয়ে চলছে। গত ১৯ মাসে দেশে মৌলিক বিষয়গুলোতে তেমন কোনো পরিবর্তন দেখছি না। তারপরও সবাইকে আশাবাদী হতে হবে। ডিসেম্বরে একটি সুষ্ঠু ও সুন্দর নির্বাচন হলে খুব ভালো। কারণ সবাই এই নির্বাচনটি চায়। দুই নেত্রীর বিষয়ে তিনি বলেন, সরকার ও সংশ্লিষ্ট রাজনৈতিক দল বলছে শর্তহীনভাবে মুক্তি দেয়া হয়েছে বা হচ্ছে। আবার কেউ বলছে এই মুক্তি শর্তাধীন। আমি মনে করি, জরুরি অবস্থার মধ্যে জরুরি কিছু ঘটনা ঘটবেই। এ ব্যাপারে জনগণকে সরকারের জানানো উচিত বলে অন্যদের মন্তব্যের সঙ্গে আমি একমত নই। কারণ এত জবাবদিহি করার মতো ট্রান্সপারেন্ট সমাজ এখনো হয়নি। তিনি বলেন, সরকার ও নির্বাচন কমিশনÑই বলেছে এই বছরের শেষদিকে নির্বাচন হবে। তারাই আবার ছবিসহ ভোটার তালিকা, উপজেলা নির্বাচন, সংসদীয় আসনের সীমানা পুনর্নির্ধারণ, ৯০ দিনের বদলে ২ বছর থাকাসহ মেলা তত্ত্ব দেশবাসীর সামনে হাজির করেছে। অবশ্য ছবিসহ ভোটার তালিকা একটি ভালো জিনিস। আবার এটিও মনে রাখতে হবে, আমেরিকাতেও ভোটার তালিকা ও নির্বাচনের ত্র"টি-বিচ্যুতি আছে। কিন্তু নির্বাচনের আগেরদিন পর্যন্ত ভোটার হওয়ার আইন বাতিলের উদ্যোগ সন্দেহজনক। মঞ্জু আরো বলেন, দুর্নীতির অভিযোগে সরকার অনেককে গ্রেফতার করেছে। জরুরি অবস্থা এখনো তোলেনি। আমি মনে করি এই সমাজ যেহেতু থাকবে তাই এখানে দোষত্র"টিও থাকবে। কখনো স্বাভাবিক নিয়মে, কখনো বিশেষ নিয়মে বিচারও হতে থাকবে, এটিই স্বাভাবিক। হাসানুল হক ইনু: জাসদ সভাপতি হাসানুল হক ইনু বলেন, সবকিছুই অনিশ্চিত দেখছি। রাজনীতিসহ সার্বিক পরিস্থিতি গুমোট। আমরা ফিরে যাচ্ছি ১/১১'র পূর্বে। এমন পরিস্থিতিতে দেশ যে কোনো দুর্ঘটনায় পড়তে পারে। ওয়ান ইলেভেনের পর সরকার দেশবাসীর সামনে যে রাজনৈতিক ছক হাজির করেছিল তা বাস্তবায়নে যথেষ্ট ব্যর্থ। সরকার পূর্ব ঘোষণায় অটল থাকতে পারেনি। ক্ষেত্রবিশেষে সরকার পিছুও হটেছে। সরকারের দ্বৈতনীতিও দেখছে জনগণ। দুর্নীতিবাজদের উচ্ছেদ অভিযান তারা ঠিকভাবে পরিচালনা করতে পারেনি। দুর্নীতিবাজদের ধরার পর ছেড়ে দেয়ার বিষয়টি জনমনে বিভ্রান্তি সৃষ্টি করেছে। রাজনৈতিক কারণে সমঝোতা, আপস ও আঁতাত লক্ষণীয়। যা খুবই নেতিবাচক। সংস্কারের ক্ষেত্রে অগ্রগতির বদলে স্থবিরতা নেমে এসেছে। সংস্কারের পক্ষে রাজনৈতিক দলগুলোরও দৃঢ় অবস্থান নেই। তারা ফিরে যাচ্ছেন আগের গতানুগতিক রাজনীতিতে। দলবাজরা সন্ত্রাসী-দুর্নীতিদের পক্ষে প্রকাশ্যে ওকালতি করছে। ডিসেম্বরে নির্বাচন নিয়েও সরকার এখনো জনগণের আস্থা অর্জন করতে পারেনি। এসব কারণে এ সরকারের গ্রহণযোগ্যতা অনেকাংশেই কমে গেছে। তিনি বলেন, কোনঠাসা হয়ে পড়া বিএনপি-জামায়াত লুটেরা, খুনি ও সাম্প্রদায়িক চক্র বর্তমানে আবার মাথাচাড়া দিয়ে উঠেছে। এই পরিস্থিতি থেকে উত্তরণের পদক্ষেপ না নেয়া হলে নির্বাচনের পর যে সংসদ ও সরকার আসবে তা হবে ক্ষমতাবাজির এবং প্রতিহিংসা চরিতার্থের। ইনু আরো বলেন, দুই নেত্রীর বিষয়ে সরকার যে পদক্ষেপ নিচ্ছে তা সম্পূর্ণ আইন পরিপন্থী যা দুঃখজনক। বিশেষ করে খালেদা জিয়াকে মুক্তি দেয়ার কোনো ক্ষমতা বা অধিকার সরকারের নেই। এটি আদালতের এখতিয়ার। শেখ হাসিনা আদালতের মাধ্যমেই ছাড়া পেয়েছেন। আদালতের
