[vinnomot] Fwd: CDMP Project forcing NGOs to Corruption?

CDMP Project forcing NGOs to Corruption?

Greeting from ADAB Chittagong Chapter!

As we are well-known the Bangladesh Government under the MoFDM has been implementing Comprehensive Disaster Management Project (CDMP) in different coastal districts of Bangladesh. Before they are accused and have criticisms to NGO recruitment by the CDMP for CRA project. Now CDMP has open another window to justify the NGOs in corruption and accordingly CDMP invites EOI from Union Disaster Management Committee (UDMCs) on last 29.8.2008 at daily Prothom Alo. In the advertisement CDMP says each UDMC submit 02 projects and recruit NGO as technical partner of the project. After onward NGOs are going to mange UDMCs by any how and maintain unfair business to getting chance. Some corporate NGOs are trying to manage all the UDMCs and there is competition for unfair business.. What will be happen if the policy is implement, NGOs will creak-down to link the Union Parishads and their bad practices, 10% services charges will provide by UP to NGOs. We know from the independent of our country UPs are corrupted with out money nobody works here, but now NGOs are getting contract under UP. Is it really suitable for NGOs? Or NGOs forcing to link with UPs corruption? Many corporate & Dhaka based NGOs who have close contact with CDMP PIU's consultants are making lobby for getting chance to work as technical partner of UDMCs. At the same way many NGOs were selected as partner of CDMP CRA activities before. After end of the project period most of them turn-back and all the services goes under water and now they are trying to get fresh contract. Many criticism about the NGO recruitment under CDMP project and their irregularities and have conducted few investigations from the Government, but the result is same. Because who are main culprits till now in position. It is noted last year 11 NGOs selected for CRA activities in Cox's Bazar only 01 NGO from Chittagong and rest 10 was recruited by the consultant team from Dhaka.

Now we have clear concern about NGO technical partner should be recruited by the CDMP PIU not under the UDMCs and they will reports to CDMP. If we do so, then it will be get more benefit for the project, otherwise NGOs will link with the present UP's corruption process and Government and donors will blame the whole NGOs are corrupted? If the recruitment process is corruption oriented, how we can got the pure result. Besides it also very much familiar with large NGOs who has multistoried building & maintained unfair business. Few selected NGOs who have close contact with PMU will get priority and make syndicate.. CDMP is a humanitarian services for the vulnerable disaster victims in coastal areas. I was proved any disaster mitigation participation of local people is most important, if we select corporate NGOs from Dhaka involve of local people become bar, few corporate NGOs will handle and control the entire fund and that will be encourage the unfair business. As per point of local NGOs, ADAB would like to express our anxiety to reconstitute this clause and NGOs technical partner should be selected under CDMP and local NGOs based in the working location will be given preference.

[vinnomot] Barrister Rafiq's ultimate motive - could he be a symphathiser for war-criminals

Barrister Rafiq's ultimate motive - could he be a symphathiser for war-criminals?
Let history be known regarding his role for the upliftman of the country during his career

He can fight the corrupts politicians out of jail, against the will of the government and to a great extent, against the will of the majority of the people.

However, he can not force the government to start the proceeding of the war crimes tribunal? However, he does not hesitate to score political points by claiming that is in favour of the tribunal. Not only that - he proposes to give free service for that?

{
If you missed our previous news in this regard, please read throgh these two links:
}

But he will provide the free professional service to try the war criminals only if he is forced to do that - i.e. government has to force him to provide that service by creating the commisison. He can't force the government through legal means to create the commision.

When it comes to corrupts, he has all the power to force the government! What are we missing here, Mr. Learned Barrister?

If you think deep, hypothetically, his promise of giving free service might have much deeper meaning. He is actually offering the free service so that he can sabotage those cases to free those criminals, too. Could that be a possibility?

When he knows that a dialogue between Hasina and Khaleda is not possible, those two do not have their best interest of the country in their mind, then why is he now proposing the dialogue? Could it be possible that he helped them bring out of the jail only to demean them? Could he tell that if the two ladies agree to serve the country together - only then - he would provide his free professional service to Khaleda or Hasina?

Off course, the dialogue between Hasina and Khaleda is a much needed one. But it was needed two years back, five years back, ten years back.

{
If you have missed our previous writing on this matter, please feel free to read through this link: "To compromise" or "Being compromised"
}

We know that nothing is going to happen as far as Hasina and Khaleda is concerned. Still, he is forcing that those onto these two lady leaders. Why? Off course, to make them lower than they are!!

Also, he would not help government legally - the same government has ensured the freedom of the court. Rather he opposed the government. By doing that he actually have weakened our ongoing reform.

Now he is creating big headlines by proposing dialogue between the two lady leaders - albeit knowing that they are incapable of having a conversation between them. However, there are signals that these two ladies might actually help promote the much needed reform inside those two parties. What they need least is to be demeaned. They should be given some space. However, Barrister Haque is not willing to do that - he is forcing a dialogue between the two. By doing that he actually is weaking the prospect of further reform.

Why would this seemingly good lawyer would want to disturb reform in any way he can? Isn't it ironic? Why would he act against the interest of Bangladesh?

Yes, it seems so. However, if one thinks these together with his declared stand about war-criminal and lack of inaction on his part, that could explain something. War-criminals do not have best interest of Bangladesh in their mind. Barrister Rafique has neither!!

He said, to quote Barrister Haque "They (war criminals) may be tried under our existing laws if our purpose and aim are sincere." Oh, that's it. If you are sincere.

You can force an emergency situation to be altered to slow down the reform. But you can't force an existing law into action for the trial of war criminals?

Whose interest do you have in your mind? Is is India? Or Pakistan? Or it is actully the Jamatis that has bank-rolled you i.e. paying for professional service that you are providing to Hasina or Khaleda? After all, that might explain your generosity!!

Whatever that is, none of these three has ever acted in the interest of Bangladesh and they never will. At least, not in near future. It seems Barrister Rafiq also falls in the same group. Its unfortunate that we had write this article during the month of Ramadan. This article is potentially wrong - written based on few wrong assumptions but which public do not know. We wrote this in the interest of Bangladesh. There is another positive side, off course. This also give Barrister Haque to prove us wrong. Nobody will be more happy than us, if he can actually prove us wrong.

If you thought some of the ideas are worth of your reading time, please forward it to others. If you have an ear to the columnists in regular traditional media, please forward it to them. If you have an ear to the journalists and news editors of the electronic media, discuss it with them. Hope they would look at the suggestions and give due diligence.

[vinnomot] What is Jeb Bush's role in the Lehman Brothers meltdown???

What is Jeb Bush's role in the Lehman Brothers meltdown?

Jebandgeorge Lehman Brothers was founded in 1850. The firm managed to get through the Civil War, WWI, and WWII, the Great Depression, and the attacks of September 11, 2001. Yet after hiring Jeb Bush in late August of 2007, the firm suddenly goes belly up in a year. It also should be noted that in 2006, George H. Walker IV was also hired by Lehman Brothers.
Now, let's take a walk down memory lane, shall we?
Neil Bush: The brother of the current president, son of the elder Bush, and another do-nothing embezzler was part of yet another huge financial meltdown. This was known as the Savings and Loan scandal (S&L). From Salon:
Long before that, in the late 1980s, Neil Bush made bigger news for his controversial role as a director of Silverado Savings and Loan, which collapsed and cost taxpayers roughly $1 billion. (Federal regulators accused Bush of various conflicts of interests, but he was never charged. A civil suit against Bush and other Silverado officers was later settled for $26.5 million.)
Also from WaPo, a great summary of Neil's sleazy life, including the S&L scandal:
In the late '80s and early '90s, Bush embarrassed his father, George H.W. Bush, with his shady dealings as a board member of the infamous Silverado Savings and Loan, whose collapse cost taxpayers $1 billion.
Now back to Jeb:
From Mother Jones: Early Years, Medicaid fraud, his own S&L, and allegations of drugs:
After graduating from Texas University, Jeb Bush served a short apprenticeship at the Venezuelan branch of Texas Commerce Bank in Caracas before settling in Miami, in 1980, to work on his father's unsuccessful primary bid against Ronald Reagan. Campaigning for Dad was hardly a paying job. But Jeb was about to learn that being one of George Bush's sons means never having to circulate a résumé.
In the next few years, financial support flowed to Jeb through Miami's right-wing Cuban community. Republican party politics and a series of business scandals -- including Medicaid fraud and shady S&L deals -- were inextricably intertwined. A former federal prosecutor told MJ that, when he looked into Jeb's lucrative business dealings with a now-fugitive Cuban, he considered two possibilities -- Jeb was either crooked or stupid. At the time, he concluded Jeb was merely stupid.
<snip>
Like so many of those who would attach themselves to the Bush sons over the years, Padreda brought some hefty luggage with him. In 1982, four years before teaming up with Jeb, Padreda, along with another right-wing Cuban exile, Hernandez Cartaya, was indicted and accused of looting Jefferson Savings and Loan Association in McAllen, Texas. The federal indictment charged that the pair had embezzled over $500,000 from the thrift. (Cartaya was also charged with drug smuggling, money laundering, and gun running.) But the Jefferson Savings case would never go to trial.
Soon after the indictment, FBI officials got a call from someone at the CIA warning the agents that Cartaya was one of their own -- a veteran of the failed Bay of Pigs invasion -- according to a prosecutor who worked on the case. In short order, the charges against Padreda were dropped and the charges against Cartaya were reduced to a single count of tax evasion. (Assistant U.S. Attorney Jerome Sanford was furious and filed a demand with the CIA, under the Freedom of Information Act, for all documents relating to the agency's interference in his case. The CIA, citing national-security reasons, denied Sanford's request.)
<snip>
IMC was run by Cuban-American Miguel Recarey, a character with a host of idiosyncrasies. He carried a 9-mm Heckler & Koch semiautomatic pistol under his suit coat and kept a small arsenal of AR-15 and Uzi assault rifles at his Miami estate, where his bedroom was protected by bullet-proof windows and a steel door. It apparently wasn't his enemies Recarey feared so much as his friends. He had a long-standing relationship with Miami Mafia godfather Santo Trafficante, Jr., and had participated in the illfated, CIA-inspired mob assassination plot against Fidel Castro in the early 1960s. (Associates of Recarey add that Trafficante was the money behind Recarey's business ventures.)
Recarey's brother, Jorge, also had ties to the CIA. So it was no surprise that IMC crawled with former spooks. Employee résumés were studded with references to the CIA, the Defense Intelligence Agency, and the Cuban Intelligence agency; there was even a fellow who claimed to have been a KGB agent, An agent with the U.S. Office of Labor Racketeering in Miami would later describe IMC as a company in which "a criminal enterprise interfaced with intelligence operations."
Recarey also surrounded himself with those who could influence the political system. He hired Jeb Bush as IMC's "real-estate consultant." Though Jeb would never close a single real-estate deal, his contract called for him to earn up to $250,000 (he actually received $75,000). Jeb's real value to Recarey was not in real estate but in his help in facilitating the largest HMO Medicare fraud in U.S. history.
Jeb phoned top Health and Human Services officials in Washington in 1985 to lobby for a special exemption from HHS rules for IMC. This highly unusual waiver was critical to Recarey's scam. Without it, the company would have been limited to a Medicare patient load of 50 percent. The balance of IMC's patients would have had to be private -- that is, paying -- customers. Recarey preferred the steady flow of federal Medicare money to the thought of actually running a real HMO. Former HHS chief of staff McClain Haddow (who later became a paid consultant to IMC) testified in 1987 Jeb that directly phoned then-HHS secretary Margaret Heckler and that it was that call that swung the decision to approve IMCs waiver.
<snip>
Manuel C. Diaz, another Jeb Bush business associate, runs a commercial nursery with headquarters in Homestead, Florida. Manny Diaz's previous business sidekick, Charles Keating, Jr., is now sitting in a California prison. But during Keating's days at the helm of the $6 billion Lincoln Savings, Diaz became a Keating insider, confidant, and beneficiary. For example, in 1987, as federal regulators closed in on his crumbling empire, Keating instructed his attorneys to transfer a large chunk of prime Phoenix real estate to Diaz, for just $1. And right before filing for personal bankruptcy, Keating transferred his $2 million mansion on the island of Cat Cay in the Bahamas to Diaz.
At the same time Diaz was palling around with Keating, Jeb, then serving as Florida's secretary of commerce, arranged a private meeting for Diaz with Florida's Republican governor Bob Martinez. Promptly afterward, Diaz Farms landed a lucrative, $1.72 million, state-highway-landscaping contract -- despite the fact that Diaz had little prior highway-landscaping experience. This raised howls of protest and charges of political influence-peddling from other contractors. But state officials explained that the extraordinary speed in issuing the contract had occurred because the state was anxious to spruce up 113 miles of freeway for the coming visit of the pope.
Did Jeb know about Diaz's business association with Charles Keating? Did he have reason to believe Diaz was qualified for the Florida highway contract that he helped Diaz land? These are the kinds of detailed questions that the Florida chairman of the Bush re-election campaign refuses to answer.
NYT 2002 Enron-Florida Pension Fund Scandal:
The Enron scandal, which has become the consuming interest in Washington and around the country, is starting to have a particular resonance in Florida, where it is touching another Bush: Governor Jeb Bush.
Florida's state pension fund lost $335 million from its Enron holdings. Enron has spread lavish campaign donations on local politicians, including Mr. Bush. Earlier this month, Mr. Bush startled some by holding a fundraiser at the Houston home of a former Enron executive. Florida is also home to thousands of Enron investors and retired employees, who have seen their Enron shares become worthless.
Gov. Jeb Bush will likely be pulled into a federal grand jury investigation of the North Broward Hospital District, the $800 million-a-year, tax-subsidized public health powerhouse that serves as one of his chief political fiefdoms.
The grand jury is looking into a project by the nation's sixth-largest public hospital system, which runs four hospitals and numerous clinics, to build a $30 million medical office building in Fort Lauderdale. The deal is marked by apparent insider dealing and an estimated $100 million of inflated profits for a few well-connected businessmen, including Bush supporter Austin Forman, a scion of the county's most prominent family.
When the Army Corps of Engineers solicited bids for drainage pumps for New Orleans, it copied the specifications — typos and all — from the catalog of the manufacturer that ultimately won the $32 million contract, a review of documents by The Associated Press found.
Forbes 2007, the Money Market scandal:
A government money market debacle unfolding in Florida is raising questions about former governor and presidential brother Jeb Bush's possible involvement in the mess.
Florida froze withdrawals from a state investment fund earlier this week when local governments withdrew billions of dollars out of concern for the fund's financial stability.
In the past few days, municipalities have withdrawn roughly $9 billion, nearly a third of the $28 billion fund (which is similar to a money market fund) controlled by the Florida's State Board of Administration (SBA). The run on the fund was triggered by worries that a percentage of the portfolio contained debt that had defaulted.
The pumps, supplied by Moving Water Industries Corp. of Deerfield Beach, Florida, and installed at canals before the start of the 2006 hurricane season, proved to be defective, as the AP reported in March. The matter is under investigation by the Government Accountability Office, the investigative arm of Congress.
In a letter dated April 13, Sen. David Vitter of Louisiana called on the Corps to look into how the politically connected company got the post-Hurricane Katrina contract. MWI employed former Florida Gov. Jeb Bush, President Bush's brother, to market its pumps during the 1980s, and top MWI officials have been major contributors to the Republican Party.
So, might it be possible that Jeb has some serious questions to answer about what he did at Lehman Brothers, who his "clients" were, and so forth? After all, setting up a hedge fund to launder or embezzle funds seems to be a family specialty.

Stop Blaming India for everything, including the economic poverty.

Number One:

India could have easily annexed East Bengol which was divided in 1905 by the colonial rule in 1971, but we did not do so.

Bengolis could easily stay together, Hindus or Muslims, since they are equally culturally bound, and they know how to live together, inspite of the instigated riots in the past before 1905.

India did not want to annexe East bengol, and is not interested in taking advantage of them, but it is international politics to have neighbouring countries as alleys.

You must realise that there is nothing much for us to exploit or loot from you.
You must also realise that there used to several Indian soldiers dressed in CVs along with the Mukti Bahini, without which Pakistani troops could not have surrendered easily.

You could have not fought Pakistan any way, you needed India.

Indeed india is your big brother, not to dictate terms and conditions for your internal policies but for the sake of international politics.

Your internal problems are basically because you do not listen to India in matters concerned.

Naturally, it was India's interest to through Pakis out from Banga; they had nothing to do there, and they will only pollute Banga land more.

See all sides before blameing your own keith and kin, though separate nations, we are not so different from one another.

India helped in our liberation war for India's interest

By Mohammad Zainal Abedin

What language, Pinak Ranjan Chokrabartee, the Indian High Commission in Bangladesh, who has already been branded by some analysts as Indian Governor in Bangladesh, for his naked and direct dictation to Bangladesh, should use condemning Indian plunder in Bangladesh in 1971? He said Bangladesh could not get its independence so early lest India militarily involved itself in our war of liberation. Through its participation in our war of liberation India, in the truest sense of the term, as if, restarted the Maratha cavalry attacks of 18th century Bengal. India now repeats the same in Bangladesh. It only changed the version and technique of plundering Bangladesh. Maratha cavalry attacked Bengal in broad daylight and looted, but modern Indian bandits loot Bangladesh under the cover of friendship.

Pinak claimed that without Indian military involvement Bangladesh liberation war could be prolonged. I fully agreed with his comment. But Indian policies and activities over the last 37 years uncovered the truth that India militarily involved in our war of liberation not for our sake, but entirely for the sake of India?s hegemonic and economic interest. The events and incidents that occurred since 1972 prove that it could be better for Bangladesh if we could liberate our country ourselves. India did not allow us to be liberated without Indian assistance.

Indians do not have any legal and moral rights to claim that it liberated Bangladesh. When we were on the verge of victory and liberated about 99 per cent portion of Bangladesh, except some pockets of urban areas, India declared war against Pakistan. When we, the freedom fighters, made the defeat of the Pakistan forces inevitable, India, for a number of ulterior reasons, directly involved in this war under the disguise of so-called allied forces. India earlier fought twice with Pakistan, but suffered shameful defeat.

In 1971 India though claimed its victory over Pakistan in Bangladesh, its forces could not capture even a district in West Pakistan, rather hundreds of thousands of Indian soldiers were captured by Pakistani troops and many Indian soldiers surrendered to Pakistan. So the so-called victory of Indian army in Bangladesh against Pakistan was possible due to the Bangladeshis in general and the freedom fighters in particular. Pinak directly admitted that the freedom fighter could liberate the country, however, later on. Yes, we the freedom fighters desired so. We never wanted India's direct military involvement in our war of liberation.

Our leaders failed to foresee the ultimate outcome of Indian friendship would be so sour, bitter and suicidal. If they could anticipate in
what treacherous way India, in the name of friendship, would behave with us they would prefer to die, rather agreeing to take India's military assistance. It is now known to all that India compelled the then revolutionary government of Bangladesh, exiled in India, to sign in an uneven agreement that paved the way for India to invade Bangladesh under the cover of allied forces. Our fake friends now through their overt and covert designs and hegemonic policies dream to make us their slaves. We are going to lose our independence to India.

During Pakistan period we could raise slogans against Pakistani exploitation and we could demand to stop such exploitation. Now India not only exploits us more nakedly, but also ruins our country applying many-fold designs. Our leaders could not imagine that after the dismemberment of Pakistan, India would pose to become our master under the cover of friendship and conspire to annex our country to India.

If we were allowed to liberate our country ourselves, India would not get the chance to loot our country after 16th December that included machineries and accessories of jute mills, textile mills, sugar mills, steel mills and their raw materials stored in the godowns, food, banks, markets, schools, colleges, universities, even residential houses and offices, even toilet materials of worth Tk. 90,000 crores. On the other hand, India misappropriated cash money and relief materials like food, baby food, clothes, blankets, medicines, etc., that were donated by several international agencies and groups for the Bangladeshi refugees sheltered in India in 1971. India took away all the arms and ammunitions, equipment and military-related materials to India which, were later distributed among the three branches of Indian armed forces. Poor India boomed within years with the money that the Indian army looted after 16th December. India arrested all the 93,000 soldiers of Pakistan to India and used them as tool to release the Indian soldiers arrested in Pakistan in 1971.

Besides, India compelled Pakistan to sign uneven treaty in exchange of releasing Pakistani troops from Indian jails. It is difficult to calculate how many billions of dollars India looted from Bangladesh through monopoly business since 1972. Through the independence war of Bangladesh India was immensely benefited economically, militarily, strategically, and internationally. So India involved in our war of liberation was for Indian interest, not for us.

India now keeps Bangladesh economically poor and shaky and politically disunited and disturbed. India undertook many criminal policies in order to make Bangladesh initially a subservient country and finally a part of India. It is never possible to present statistics and the extent of property worth of how many billions dollars were damaged by India's overt and covert subversive activities in Bangladesh. None has the actual records how many billions of dollars Bangladesh lost in its agriculture, fishery, communication, industry, health and housing sectors due to India?s blockade of water during the dry season and flooding it during the rainy season. It is equally difficult to enumerate how much amount of money Bangladesh lost over the years due to Indian sabotage and subversive activities. All these might not be possible, if we did not take Indian help in 1971. Pinak Ranjan or

Jacob or all other Indians should remain grateful to us as it was our liberation war that paved way for India to emerge economically solvent, militarily strong and regionally and strategically powerful.

[vinnomot] What was the agend aof Secret meeting in the Grameen bank building?
