নিয়োগ নিয়ে হেলাফেলা

মামুন নেসার: বর্তমান সরকার ক্ষমতায় এসেই ঘোষণা দিয়েছিল, চুক্তিভিত্তিক নিয়োগ আর দেয়া হবে না। অনানুষ্ঠানিক সিদ্ধান্ত নয়, উপদেষ্টা পরিষদের বৈঠকেই নেয়া হয় এ সিদ্ধান্ত। সে নিয়মও বড় হেলায় ভাঙা হয়েছে পরে। তবে এর আগেই অর্ধডজনের বেশি কূটনীতিক ওই নিয়মের খাঁড়ায় পড়ে দেশে ফিরে আসেন। এতে কিছুটা হলেও শূন্যতার মুখে পড়ে বিদেশে বাংলাদেশ মিশনগুলো। পররাষ্ট্র উপদেষ্টা তার এ নীতি ধরে রাখতে পারেননি। এখন একের পর এক চলছে চুক্তিভিত্তিক নিয়োগ। পাকিস্তানের মতো দেশে দেয়া হয়েছে এক শিক্ষাবিদ ও ব্যবসায়ী ইয়াসমিন মুরশেদকে। কানাডিয়ান সাহায্য সংস্থা সিডার কনসালটেন্ট সেলিনা মহসীনও পেয়েছেন চুক্তিভিত্তিক নিয়োগ। এই তাদের নিয়োগ নিয়েও আছে নানা প্রশ্ন। সার্কের গুরুত্বপূর্ণ রাষ্ট্র পাকিস্তানে তত্ত্বাবধায়ক সরকারের সাবেক উপদেষ্টা ইয়াসমিন মুরশেদ তার দায়িত্ব পালনে কোন সাফল্যের পরিচয় দিতে পারেননি। সেলিনা মহসীন মালদ্বীপে রাষ্ট্রদূত হিসেবে তার দায়িত্ব ব্যক্তিগত পার্টির মধ্যেই সীমাবদ্ধ রেখেছেন। শাহেদ আক্তার খান দু'বছর বিরতির পর দ্বিতীয় দফা চুক্তিতে নিয়োগ পেয়েছেন। সাবেক সচিব এইচএম শামসুদ্দীনকেও চুক্তিভিত্তিক নিয়োগ দেয়া হয়। করা হয় কেনিয়ার রাষ্ট্রদূত। তবে পোস্টিং পছন্দ না হওয়ায় তিনি তাতে যোগ দিচ্ছেন না বলে জানা গেছে। তাছাড়া বর্তমান সরকারের দুই সচিবকেও পররাষ্ট্র মন্ত্রণালয়ে ন্যস্ত করা হয় রাষ্ট্রদূত হিসেবে। এমনকি পোস্টিংও দেয়া হয় তাদের। পরে তারা কেউই যোগ দেননি পররাষ্ট্র মন্ত্রণালয়ে। মধ্যপ্রাচ্যে রাষ্ট্রদূত নিয়োগের ক্ষেত্রেও হয়েছে অযৌক্তিক বিলম্ব। অথচ গত ২০ মাসে অভিবাসী শ্রমিকদের নিয়ে ওইসব দেশে ধারাবাহিক বিপর্যয়ের মুখে পড়েছে সরকার। বর্তমান সরকারের শুরু থেকেই কুয়েতে রাষ্ট্রদূতের পদটি রয়েছে শূন্য। ভুটানের রাষ্ট্রদূত এসএম আতিকুর রহমানকে এখন সেখানে পাঠানো হচ্ছে। গত জুলাইয়ে কুয়েত সঙ্কটের সময়ও ওই দূতাবাসের চার্জ দ্য এফেয়ার্স ছিলেন কাউন্সিলর পদমর্যাদার এক কর্মকর্তা। এমনকি এ মাসের শুরুতে বহু দেন-দরবারের পর পররাষ্ট্র উপদেষ্টা কুয়েত সফর করেন ওই চার্জ দ্য এফেয়ার্সকে নিয়েই। বাহরাইনেও দীর্ঘদিন ধরে পদটি খালি ছিল। প্রথমে নিয়োগপ্রাপ্ত অতিরিক্ত পররাষ্ট্র সচিব এমএকে মাহমুদ যোগদানের আগেই আবার নিয়োগ পান জার্মানিতে। স¤প্রতি সেখানে নিয়োগ পান আলী আকবর। আর সৌদি আরবের মতো দেশে, যেখানে ২০ লাখ বাংলাদেশী কাজ করেন, সেখানেও এ পদটি শূন্য ছিল তিন মাসেরও বেশি সময় ধরে।

একান্ত সচিব

পররাষ্ট্র মন্ত্রণালয় পরিচালনার ক্ষেত্রেও গতি নয়, স্থবিরতাই ছিল গত ২০ মাসের অর্জন। উপদেষ্টার প্রিয়ভাজন বা ডানহাত হিসেবে পরিচয় দিয়ে অনেকেই ব্যক্তিগত ফায়দা লুটছেন বলে অভিযোগ রয়েছে। এদের সুনজরে যারা পড়তে পারেননি তারাই হয়েছেন বঞ্চিত। মন্ত্রণালয়ের মুখ্য নির্বাহী কর্মকর্তা হচ্ছেন পররাষ্ট্র সচিব। অথচ উপদেষ্টার স্নেহভাজন কিছু কর্মকর্তা ছাড়া মন্ত্রণালয়ের উচ্চপদস্থ-নিম্নপদস্থ সব কর্মকর্তার মুখেই কুলুপ। ছোট নিরুপদ্রব তথ্যের জন্যও কর্মকর্তাদের নানা পর্যায়ে জবাবদিহির মুখোমুখি হতে হয় বলে জানিয়েছেন একাধিক কর্মকর্তা। সেগুনবাগিচায় এর আগে কোন সরকারের আমলেই পেশাদার কূটনীতিকরা এ রকম পেশাগত বিড়ম্বনার মুখে পড়েননি। উপদেষ্টার একান্ত সচিবকে নিয়েও রয়েছে নানা অভিযোগ। উপদেষ্টার সফরসঙ্গী হয়ে একান্ত সচিব হিসেবে তিনিও গড়েছেন বিদেশ সফরের রেকর্ড। এ কর্মকর্তা নিয়োগ পেয়েছেন মূলত প্রবাসী কল্যাণ মন্ত্রণালয়ের অধীনে উপদেষ্টার একান্ত সচিব হিসেবে। তবে ওই মন্ত্রণালয়ের চেয়ে পছন্দ তার পররাষ্ট্র মন্ত্রণালয়। ড. ইফতেখার আহমদ চৌধুরীর মতো তিনিও ওই মন্ত্রণালয়ে হাতেগোনা অফিস করলেও সার্বক্ষণিক অফিস করেন সেগুনবাগিচাতেই। দুই মন্ত্রণালয়েই তার জন্য বরাদ্দ রয়েছে দু'টি বিশালায়তন কক্ষ। তার কারণেই পররাষ্ট্র মন্ত্রণালয়ে এখন রিক্রুটিং এজেন্সির মালিক ও দালালরা যান হরহামেশা। এ কারণে ক্ষুব্ধ পররাষ্ট্র মন্ত্রণালয়ের কর্মকর্তারা। সর্বশেষ রাসেউল ইন্টারন্যাশনাল নামের একটি কোম্পানির কর্মকাণ্ডের কারণে স্বয়ং উপদেষ্টাকেও পড়তে হচ্ছে বিতর্কের মুখে। মার্কিন যুক্তরাষ্ট্রে ডকইয়ার্ডে বাংলাদেশী দক্ষ শ্রমিক পাঠানোর প্রস্তাব নিয়ে আসে ওই কোম্পানি। পররাষ্ট্র উপদেষ্টা ওই কোম্পানির প্রতিনিধিদের সঙ্গে বৈঠক করে এ সুসংবাদের কথা জোর গলায় জানিয়ে দেন মিডিয়ায়। পরে যুক্তরাষ্ট্রে বাংলাদেশ দূতাবাস এ বিষয়ে খোঁজ নিয়ে জানতে পারেন, পুরো ব্যাপারটিই ভুয়া। তখন টনক নড়ে উপদেষ্টার। প্রবাসী কল্যাণ মন্ত্রণালয় থেকে দ্রুত প্রেস বিজ্ঞপ্তির মাধ্যমে রাসেউল কোম্পানির সঙ্গে কাউকে লেনদেন করতে নিষেধ করা হয়। মার্কিন মুলুকে লোভনীয় চাকরির কথা বলে এই প্রতারক কোম্পানির বিপুল পরিমাণ টাকা আত্মসাৎ প্রক্রিয়ার পুরো বিষয়টির নেপথ্যে ছিলেন ওই কর্মকর্তা।

It only takes a "W" to prove Adam Smith wrong, but was he ever right?

Yes, we are talking about the so-called 'invisible hand' of the market. 

Some of our readers might disagree with our assertion (in the title), however, many others will be more inclined to agree looking at the current happenings in the world financial sector.

You ask Warren Buffet or Bill Gates or Gorge Soros, they will be much more ambivalent as far as their publicly expressed opinion is concerned. However, there are others who would be more straightforward in expressing what they think. One such personality is off course our own Muhammad Yunus. He has every right to asserts that 'Capitalism Has Degenerated into a Casino'!

In the same interview, he opines "There has to be regulation, but governments should not be allowed to steer the market. On the other hand, it has become clear that Adam Smith's "invisible hand" which supposedly solves all the market's problems doesn't exist. This "invisible hand" has completely disappeared in the last few days. What we are experiencing is a dramatic failure of the markets".

Is these dramatic failures of the markets? Or a more suitable question will be to ask "which markets"? I know, like us, many of you might not be so sure. It is hard to point finger towards the current happenings in the world financial markets and then assert that Adam Smith was wrong. We would rather argue that he never was right. Or I could also make an argument that if Adam Smith were right then, he still is. 

Some would argue that government aren't letting the invisible hand to work. If it is a good thing when success trickles down, what is wrong when failure trickles down? In an politically charged environment, coupled with election politics, this viewpoint might be a popular one, but might not be a suitable one if you are looking for solution.

Adam Smith's market never existed in USA. People presume that it existed. If it ever did, how could there be a Freddie or a Fannie? Does the definition of Adam Smith's market allow for Freddie or Fannie? Or did we actually created few proxy 'invisible hands' and named two of them as Freddie or Fannie? There will be few more such proxy invisible hands, we are sure you will find if you look hard.

How do we plan to connect all these with the 'W'?

Well, if you accept the premise that proxies for invisible hands were created and all the stakeholder decided to act as if it was not an artificial creation (i.e. treat the highly visible hand as invisible), then you should be very careful to make sure that all your important stakeholders / players within the system understand the role of the proxy invisible hand within the serious game (which we call economy) and they are mature enough to play it by the rule set. 

In other words, you never allow a creature like 'W' to ever become a central figure in the game. If you do, everything will fall apart, as it is happening now!


BTW, do you see the next 'W's in the horizon? What do you do about it? If you love Adam Smith too much and want to save him, then off course, you know what to do. If you have voting right in USA, then vote for Barack Obama - then may be he will restore game with some proxy invisible hands, again. At least, he seems to know the basic rules of the game. It will also serve your love for the invisible hand in the short run. 

However, if you do not have an infatuation for the invisible hand of Adam Smith, then, off course, you may want to consider to vote for the other 'W', just to see what  happens without the proxy invisible hands.

This incident stirred the village Chuknagar of Khulna district, where one of the large-scale genocides of 1971 occurred. Now in her late 30s, Sundari Dasi wants the trial of the war criminals. Lutfar Rahman was a school student when some influential people of this village forced him to join the 'Razaka Bahini'--to benefit from the political situation and secure "a blissful afterlife," as the put it. He went into training and was part of several crimes against humanity. Rahman was punished with a year of imprisonment after independence. He knows what the 'Razakar Bahini' did at that time and says, "I was almost a child then and even I was punished, then why should the other war criminals go unpunished?" Missing In Michigan: Tangena Hussain

Detroit, MI - Two-year-old Tangena Hussain of Hamtramck, Michigan, was last seen at 8:45 on Thursday evening at the Marathon Gas Station in Detroit.  Or was she?  Her mother's boyfriend (but not Tangena's father) Jamrul Hussain, 27, says that Tangena was in the back seat of his car when he stopped at the gas station to buy candy and juice for the child.  They were on their way to pick up Tangena's mother, Nilufa Begum, from work at Northland Mall. 
When Jamrul Hussain got back to his car, he said, Tangena was gone. But rather than call police or alert the store personnel, Hussain went to pick up Begum as scheduled, telling her that he would "take her to her daughter".  Instead, he took Begum back to the place where he said he lost her baby girl.  Sound familiar, anyone?
Nilufa Begum did was innocent mothers do when their babies disappear.  She freaked out and insisted on calling the police.
"I was asking, 'Where's my daughter; tell me where's my daughter?' and he couldn't even say anything," Nilufa Begum told a television reporter.  "He said, 'I will tell you; just come with me,' and he took me to the gas station."
When they got to the station, Nilufa Begum said that her boyfriend told her he had left Tangena strapped into his red Geo Prizm while he went inside earlier that evening.  When he came out, he said, she was just gone.  Begum asked Hussain why he hadn't called police, and he answered that he was afraid and wanted to get her from work first.  Which sounds patently like bullshit to me, and I don't think anyone else is buying it, either.
"The mother was distraught, but the guy just didn't really seem, well, his face was blank. It was more like an everyday occurrence to him," said one witness, Frederick Panell. "I wouldn't have thought that something was wrong if the mother wasn't as hysterical and crying as she was."
Unfortunately, there was a "technical glitch" with the surveillance tapes, and the elder Hussain managed to park in the one area where the cameras weren't working.  There's no evidence of any abduction - but there's no evidence disputing Hussain's claim, either.  Nobody saw Tangena at the Marathon on Thursday night. If Hussain went inside to buy candy as he claims, was he indulging a toddler, or establishing an alibi?
Police held Jamrul Hussain for questioning after Tangena's disappearance, but have so far developed no leads - at least, not any that they're sharing.   But once Jamrul Hussain hit the news, Detroit got a call that identified Hussain as the attacker in a February sexual assault case with a young victim.  That case had been reported, but the perpetrator had not been caught.  His victim saw him on television and identified him after Tangena's disappearance.
Jamrul Hussain has now been arrested for sexual assault case against a minor.  He is currently being questioned at the Hamtramck Police Department and will likely be charged in that case.  And if you ask me, I think he's good for Tangena's disappearance, too.  I hope that she will be found, but it doesn't look good, does it?
An Amber Alert has been issued for Tangena Hussain in Michigan. Tangena, 2, has short brown hair and big brown eyes and is of East Indian descent. She was last seen wearing white cargo pants and a long sleeved brown knit t-shirt with a cartoon character on it and gold sandals.  Tangena is around 3 feet, 2 inches tall and weighs 34 pounds. She has a scar from a burn on her upper lip and chin. Anyone with information should call Detroit police at 313-596-1240.

The so-called "illegal Bangladeshis" in Asasam are not Bangladeshis at all. Many of them may have origin in current Bangladesh and have started their settlement in Assam during British period, and definitely before the birth of Bangladesh. All of these so-called "illegal Bangladeshis" are Indian citizens [mostly Bangla speaking].
 
The Udalguri is situated in Assam, India, its geographical coordinates are 27° 33' 0" North, 95° 15' 0" East , about  200 Km north-east of Bangladesh border. Earlier, Udalgiri was a sub-divisional headquarters in Darrang District [see map]
 
After signing of Bodo Accord to end the demand for a Separate Bodoland State, An Autonomous District called Bodoland Territorial Autonomous District (BTAD) was created and Udalguri district became one of the four Districts under BTAD.  This district is bounded by Bhutan and West Kameng district of Arunachal Pradesh state in the north, Sonitpur district in the east, Darrang district in the south and Baksa district in the west.

About the current turmoil and killings in Udalguri, one commentator has put
"It's two oppressed communities of the state are fighting and the elites are
  enjoying to instigate them".......

 
The Bangla speaking people of Udalguri are Indian citizens and at it's
worst can be called Neo-Assamese. Mr. Mohiuddin Anwar is requested to do some
home work before making illogical comments and putting forward his communal slant.

Udalguri: Authorities in Assam on Monday said that the violence over the weekend that killed 32 people and injured more than 100 was systematic ethnic cleansing perpetrated by the National Democratic Front of Bodoland (NDFB), a rebel group fighting for an independent tribal homeland.
"The violence in the three districts of Darrang, Udalguri and Baksa was not due to clashes between the tribal Bodos and immigrant Muslims, but a planned ethnic cleansing by the NDFB to drive out all non-Bodos from the area," Assam government spokesman and Health Minister Himanta Biswa Sarma said.
"We have already arrested four NDFB cadres on Sunday with weapons who were involved in killing a woman and a child in Baksa district," he added.

There have been several incidents of arson overnight with panic stricken villagers fleeing their homes. "Miscreants set ablaze a cluster of homes in about three villages late on Sunday, although there has been no fresh casualty," police said.
More than 600 homes have been burnt since Friday, when clashes first broke out, and at least 60,000 people have fled their villages in an area controlled by the Bodo Territorial Council (BTC), a politico-administrative structure, formed after New Delhi signed a peace accord with the militant Bodoland Tiger Force in 2003. The BLT is now a disbanded outfit with its former members now heading the BTC, an autonomous body.
The former BLT and the NDFB are at war for territorial supremacy with bitter fratricidal clashes between them in the last four years claiming more than 100 lives. But the NDFB, currently in a ceasefire mode with New Delhi since 2005, has not given up its demand for an independent Bodo homeland with the Bodo community in a majority in the three violence-hit districts in northern Assam.

"This is not a clash between Hindus and immigrant Bangladeshi Muslims as projected, but a systematic pogrom by the NDFB as many of the people affected by the violence are genuine Assamese Muslims, Bengali Hindus, common Bodos, besides a few Adivasis as well," the minister said.
The NDFB is a majority Christian outfit with the outfit's top leader Ranjan Daimary believed to be operating out of Bangladesh.
"We are investigating reports of the involvement of the NDFB in the clashes and if proved we shall be forced to call off the ceasefire," Assam Chief Minister Tarun Gogoi said. "Strict orders have been issued to the security forces, including the army, to shoot at sight anybody found indulging in violence," he added.
Sarma said miscreants from various communities were trying to take advantage of the situation by indulging in arson with a view to looting properties. "In the final analysis this is not a communal clash," he said.

It all started over a goat.
A Bodo youth was caught on Thursday night trying to steal a goat from the immigrant Muslim dominated village of Mohanpur in Udalguri district, 100 km north of Guwahati. When he returned to his village badly thrashed, his compatriots decided they had to retaliate.
By Friday afternoon, a Muslim was found murdered close to the deputy commissioner's office in Udalguri town. Thereafter for both communities there was no looking back, as violence engulfed the neighbouring districts of Darrang and Baska as well.
Thousands, specially women and children fled to Mangaldoi, the headquarters of Darrang district, where relief camps have been set up on the outskirts.
"Four people were killed before my eyes," said Basanti Boro, 30, who has sought shelter at a relief camp set up at Mudoibari High School. "They were not even Bodos, but Garo tribals." She collapsed into tears. "We have become homeless in our own land."
 "The immigrants want to grab our land," said Sukaran Boro of Tiyajhar village. He has sent his family to a relief camp but stayed back to guard his property. 
Land is indeed the key to the conflict that has persisted for several decades. The first Muslim immigrants — from East Bengal — began arriving in this region – as in most of Assam – in the late 19th century, encouraged by the British, who wanted to increase the volume of cultivation in the area. They cultivated inferior lands other peasants would not touch and made them bloom.
But they continued to pour in even after East Pakistan – later called Bangladesh – became a separate country, and it was no longer legal to do so. They still haven't stopped. With no more land available, they have used a variety of means to entrench themselves, even infiltrating into the tribal belts and blocks – created by the government to prevent tribal land alienation.
Not surprisingly during the agitation for a separate Bodo state within the Indian union in the 1980s and 1990s, there were repeated clashes between the Bodos and the immigrants, the former resenting their very presence.
The present round of tension began in August this year when Assamese students led by the All Assam Students Union began a drive in the area to identify and remove illegal Bangladeshi immigrants. Events took a nasty turn when 12 immigrant Muslim labourers went missing. Ten bodies were later recovered.
