It was prejudicial, Anti Free Market Enterprise and Unfair, when Reagan had threatened the hell out of King of Saudi Arabia, if he refused to keep violating OPEC Quota for his country in order to keep bringing the price of Crude Oil down by over-producing Crude Oil, flooding the market with over-supply in 1986.
 
Saudi Arabia followed 'the orders' like a 'Slave State' of USA and Kuwait followed making Crude Oil price to drop from a height of $ 80 to $ 8 a barrel in 1989, when Crude used to be $ 7 a barrel in early 1960's before Col. Qaddafi of Libya on his Short Wave Radio had started pushing for a higher price.
 
Iraq was not a poor country and had plenty of Oil but couldn't do anything by reducing her Oil Production to raise the price of Crude because Saudis and Kuwaitis were the over-whelming force working against her. It was not only Saddam that had watched Iraq's Foreign Reserves deplete but UAE and all Oil Exporting countries of the world were feeling the pinch so, to Saddam, the solution was take-over of Kuwait to end the over-supply of Oil that had caused that misery.
 
President Clinton was un-aware of Reagan's foolish & crazy game with Saudis. Only after invasion of Kuwait he cared to study, what the hell was going on in the Middle East. He had to look because IMF was telling him that its going broke because of this stupid policy of USA against Oil Producing Countries. IMF had informed Clinton that a lot more donations from USA are needed if this policy is continued since all Oil Producing Countries are going broke and need Loans now. IMF had informed Clinton that either it gets fundings (donations) or it would no more be responsible for running World Economy in to a Chaos.
 
Pres. Clinton then had told King of Saudi Arabia to reduce Oil Production and let World Oil Price to reach over $ 20 a barrel. This is what exactly Saudis did and Hallelujah Crude Oil was $ 22 a barrel real fast. IMF's pressure was relieved. World Economy was no more in any danger but Saddam was considered like a Satan in Washington after crazy Moron Bush took-over. He had to settle a score with Saddam because he was told that Saddam had tried to get his Dad assassinated in Kuwait (which could or could not be true). Some think, this was aided by Jewish Lobby in Washington that had wanted demise of Saddam.
 
Proof that basically it was Mossad (not the Intelligence Agencies of the World) that had publicized that Saddam had WMDs and CIA had grown on that theory on just an Amsterdam Taxi Driver, who later proved to be an ordinary worker in an Iraqi Chemical Plant, Bush developed a WMD Scenario about Iraq. Nobody in his government was permitted to stand against this theory. Even people at Ambassadorial level were punished if they had tried to open their mouths against Bush Thesis against Saddam immediately. All knowledgeable Americans know about this one.
 
The Intelligence Agencies of the world had stood silent instead of giving their opinion on the subject, while Bush had portrayed that all of them had agreed with his occlusion. All Intelligence Agencies of advanced countries were only relaying, what they had learnt from Mossad, not what they had concluded and this was good enough for Bush to attack Iraq because he had spent plenty of our Tax Dollars to make all European Secret Agencies to bar them from openly oppose his views because he was his Dad's Boy and had to avenge against his father as its done in Texas.
 
People still skeptic of what I have written should look at the State Flag of Texas. Doesn't it has a Snake and Logo of State of Texas is, "Don't tread on Texas" ...? 
What does it tell you?
It tells you that Texans are like Snakes and they would bite you back to kill you if they hate you, so Texas bit USA, made Energy Cost of Americans go up, Crude Oil Price go up beyond dreams of Americans and wants Americans to surrender to it.
Hallelujah ...! 
The good thing is, Americans didn't fall for all Bush's lies. His Political Party has kept losing seats in Congress and Senate and it looks like a Christian with a name like Brach Hussain O Bama seems to become next President of USA if White Supremacists do not manage to assassinate him since his father was an African Black.

Tales of the Foreign Service: In Defense of April Glaspie

The U.S. Foreign Service has its full quota of intriguing tales, many of them funny—especially to insiders—but some etched in acid and betrayal. That's where April Glaspie comes in.
Having served as U.S. ambassador to Iraq since 1987, Glaspie unexpectedly found herself on July 25, 1990 meeting for the first time with Iraqi President Saddam Hussain in Baghdad. She knew Saddam never received foreign ambassadors but there she was just the same, sitting across the desk from the Iraqi strongman.
Glaspie's own career odyssey as the first American woman ambassador to an Arab country was itself an improbable tale. When she entered the Foreign Service in 1966, her chances as a woman of becoming an ambassador were virtually nil. The State Department "culture" was against it.
Somewhere along the way, however, the Department "discovered" that it had very few woman ambassadors, and even fewer deputy chiefs of missions (DCMs, or deputy ambassadors). So the gender gap was narrowed, and Glaspie, who had an outstanding record (DCM in Damascus and a top political reporting officer citation for 1975), was sent to Baghdad as U.S. ambassador.
Glaspie had had barely a minute's notice that she would be seeing the Iraqi president. She already was deeply versed in Middle East affairs, however, and particularly on the high tension, and the details of its causes, then roiling relations between Iraq and Kuwait.
She reflected on Iraq's longstanding grudge against Kuwait which went back to 1899, when Britain took Kuwait "under its protection." The trouble was that Kuwait was then a part of Iraq's Basra district, ruled by a tottering Ottoman Empire. When Iraq became independent in 1932, Basra, the newly independent country's main seaport, no longer included Kuwait. So Iraq felt cheated.
Reflecting on the current crisis, Ambassador Glaspie mentally reviewed Saddam's case against Kuwait: that it was pumping more oil than its OPEC quota allowed, thus depressing oil prices—and, consequently, Iraq's income from oil exports. The emirate also was impinging on claimed Iraqi territory in the rich North Rumaila oil field and (not stated publicly) had refused to grant "loans" to Iraq or explicitly cancel loans made to Iraq during the 1980-1988 Iran-Iraq war. (In 1988 this writer asked Iraqi Deputy Foreign Minister Nizar Hamdoon if Iraq had to repay. "They have never mentioned it," he replied.)
Glaspie knew that Saddam had three army divisions mobilized in the south toward Kuwait. She also recalled that 30 years earlier, in 1961, Iraqi leader Abdul Karim Qassem had provoked a major crisis by publicly proclaiming that Kuwait, just then announcing its independence, could not be independent because it was part of Iraq. Qassem had backed down and that crisis had subsided.
Glaspie remembered Saddam's reassuring words to Egyptian President Hosni Mubarak, who had visited Baghdad to mediate the Kuwait-Iraq crisis. She recalled that Mubarak had returned to Cairo via Kuwait and Riyadh to report that Saddam had sounded reassuring. And she knew that Iraqi and Kuwaiti representatives were to meet in Jeddah under the auspices of King Fahd of Saudi Arabia.

Glaspie made clear that differences should be settled by peaceful means.

At their meeting, the American ambassador explained to Saddam that the United States did not take a stand on Arab-Arab conflicts such as Iraq's border disagreement with Kuwait. She made clear, however, that differences should be settled by peaceful means.
Glaspie's concerns were greatly eased when Saddam told her that the forthcoming Iraq-Kuwait meeting in Jeddah was for protocol purposes, to be followed by substantive discussions to be held in Baghdad.
In response to the ambassador's question, Saddam named a date when Kuwaiti Crown Prince Shaikh Sa'ad Abdallah would be arriving in Baghdad for those substantive discussions. (This appears in retrospect to have been Saddam's real deception.)
Ambassador Glaspie then told Saddam that she was planning to go to the United States. In fact she did leave Baghdad a few days later for a vacation with her mother. She learned in London on Aug. 1 that Iraq had invaded Kuwait.
The July 31 Iraq-Kuwait meeting in Jeddah had broken off almost immediately when Kuwait appeared to offer no concessions to Iraq. Kuwait Ruler Shaikh Jaber's instructions to Crown Prince Sa'ad Abdallah—as contained (explicitly) in Khadduri and Ghareeb's War In the Gulf: 1990-1991—were adamantly against any concessions to Iraq. In the past, Kuwait always had propitiated the two giants (Iran and Iraq) on its borders. Its hard line in this instance was a disastrous miscalculation.
For her part, Ambassador Glaspie had handled everything "by the book." She already had received the State Department's permission to leave Iraq on vacation before the crisis blew up. After her meeting with Saddam Hussain she again sought, and received, State Department approval to proceed with her vacation plans. Ever since, however, the Department—in an effort to avoid any responsibility for the Iraqi attack on Kuwait—has cruelly disavowed Glaspie.

A Cruel Disavowal

The State Department never offered Glaspie another job requiring confirmation by the U.S. Senate. It never refuted or even commented on Baghdad's misleading version of the Glaspie/Saddam conversation where Saddam tried, entirely dishonestly, to make it appear that the U.S. had not really opposed the Iraqi attack.
In 1993, then-U.S. Ambassador to the United Nations Madeleine Albright struck a gratuitously cruel blow against Glaspie when she ordered Ambassador Glaspie to be out of her office at the U.S. Mission in New York, where Glaspie was then assigned, by the end of that day.
April has recently retired from the State Department. She does not know these words are being written. But she needs someone to speak out for her. Her loyalty to the system is notable. She has never spoken a word against the Department of State or against Secretary of States James Baker, he of the diamond-hard eyes, who might have said—but did not—"We all misjudged Saddam Hussain, and 'we' includes me."

The Iraq war was a disaster for Iraq, a disaster for the U.S., a disaster for the Middle East, a disaster for the world community, but most of all, it was a disaster for the experts. They were wrong about its difficulty. (It was to be either "a cakewalk" or "a walk in the park"—take your pick). They were wrong about how our troops would be greeted ("as liberators" said Vice President Dick Cheney on Sept. 14, 2003; "with kites and boom boxes" wrote Professor Fouad Ajami on Oct. 7, 2002). They were wrong about weapons of mass destruction. ("Iraq not only hasn't accounted for its weapons of mass destruction but without a doubt still retains them. Only a fool — or possibly a Frenchman — could conclude otherwise" wrote Washington Post columnist Richard Cohen on Feb. 6, 2003.) They were wrong about how many troops would be needed. ("It's hard to conceive that it would take more forces to provide stability in post-Saddam Iraq than it would take to conduct a war itself," said Deputy Secretary of Defense Paul Wolfowitz on Feb. 27, 2003.) They were wrong about the number of casualties. ("we're not going to have any casualties," said President Bush in March, 2003). They were wrong about how much it would cost. ("The costs of any intervention would be very small," White House economic advisor Glenn Hubbard said on Oct. 4, 2002). They were wrong about how long it would last. ("It isn't going to be over in 24 hours, but it isn't going to be months either," claimed Richard Perle

on July 11, 2002.) They were wrong about the "sinister nexus between Iraq and the al-Qaida terrorist network," as Secretary of State Colin Powell put it to the U.N. Security Council on Feb. 5, 2003. They were wrong about the likelihood of civil war. ("[There is] a broad Iraqi consensus favoring the idea of pluralism," insisted William Kristol and Robert Kagan March 22, 2004.) There was, in fact, very little they were not wrong about.

                                           

Sen. John McCain has said in GOP primary debates that he actually opposed the Bush administration's conduct of the war from the start. As he told CNN's Kiran Chetry, in August of 2007, "I was the greatest critic of the initial four years, three-and-a half years." Well, having dug into those missing years a bit, here, for the record, is what we found to be Sen. Mc-Cain's typical responses to some key questions: How would American troops be greeted?: "I believe … that the Iraqi people will greet us as liberators." (March 20, 2003) Did Saddam Hussein have a nuclear program that posed an imminent threat to the U.S.?: "Saddam Hussein is on a crash course to construct a nuclear weapon." (Oct. 10, 2002) Will a war with Iraq be long or short?: "This conflict is … going to be relatively short." (March 23, 2003) How is the war going? "I think the initial phases of [the war] were so spectacularly successful that it took us all by surprise." (Oct. 31, 2003) Is this war really necessary?: "Only the most deluded of us could doubt the necessity of this war." (Aug. 30, 2004)

June 3, 2008 :Russia has agreed to side with India in the agriculture negotiations at the WTO. It would also support the developing countries demand for self-designation of Special Products for ensuring food and livelihood security, according to the Counsellor (Agriculture) in the Russian Embassy in India, Mr Valeriya Popotsev.
 
He complimented India for taking a tough stand at the WTO in the interests of the farmers of the developing world. "It would be disastrous for the developing countries to unilaterally open their domestic markets on pressures from the developed countries," he said.
 
Mr Popotsev was speaking at a seminar on Tuesday jointly organized by the Bharatiya Krishak Samaj (India's largest farmers' union) and the Russian Centre of Science and Culture in Delhi to mark the 165th birth anniversary of the famous Russian agri scientist, Kliment A Timiryasev
 
He expressed happiness at the good wheat harvest that enabled India to do away with imports. He castigated the EU and the US for their bio-fuel programme which has caused phenomenal rise in food prices hurting the poor. He said that Russia's unique collection of seeds is available to anyone in India and can be used to develop local seeds.
 
Chairing the seminar, the president of Bharatiya Krishak Samaj, Dr Krishan Bir Chaudhary said that India-Russia friendship was time tested. He said that Russia's  cooperation with India in agriculture was without any conditions unlike the US-India Knowledge Initiative in Agriculture where the US has proposed that its companies would have an upper hand in the execution of the deal. It has also proposed to promote genetically modified (GM) crops in India in a big way.
 
"GM crops are known for their health and environmental hazards. If we promote GM crops at the instance of the US we would be inviting disaster. Russia is a true friend to make India conscious about its export market when recently it temporarily suspended import of Indian rice and sought clarification whether it was genetically contaminated", said Dr Chaudhary.
 
The former horticulture commissioner, Dr KL Chadha emphasized upon the need for micro-irrigation, precision farming and boosting horticulture growth rate which would push the farm growth rate to over 4%. Dr Balram Sharma emphasised the need for adequate research to increase crop productivity.
 
Noted agriculture scientist, Dr MS Swaminathan who was to deliver his keynote address as the chief guest was unable to attend as he was in an urgent meeting with the President of India, Pratibha Patil.
 
Professor and chair of the Haryana Institute of Public Administration, Dr J George expressed concern over the weakening of government institutions and social structure and the neglect of fundamental research in agriculture which have left the small and marginal farmers in the lurch. He blamed inadequate distribution, concentration of food in the hands of the few and bio-fuel factor at the global level responsible for the current food crisis.
 
"The developed countries want to protect their farmers, but they do not like when we protect our farmers. We relaxed our quality norms on wheat imports on pressures from the US and on the contrary the US and other developed countries imposed stringent norms to prevent food exports from the developing world," he said.
 
Arun Shrivastava, senior management consultant, raised concerns over decline of nutrition in conventionally grown food and threats posed by genetically engineered foods. Citing research studies from Europe and US, he said that contamination is inevitable and horizontal contamination (crossing specie barrier) is an established fact. He warned the Russians that their seed bank is as much threatened as India's farmer-saved seeds.
 
The Congress leader and former Member of Parliament, Harikesh Bahadur hoped that the increased bilateral cooperation would boost food production in both the countries

MS/PhD scholarships at SEARCA

Launched in November 2005, the SEARCA PhD Research Scholarship provides financial support to a limited number of qualified PhD students whose researches are relevant to the priority thrusts of SEARCA.

This scholarship program aims to:

Provide PhD students the opportunity to use the resources and facilities available at SEARCA and its network of universities for their research;

Produce quality research papers for publication; and

Enable them to work with SEARCA's R&D personnel on mutually identified areas of concerns/interests in agriculture and rural development.

Eligibility for the Grant

Any graduate student who is a citizen of any SEAMEO member country and pursuing a PhD in agriculture or related sciences from any university in the world is eligible to apply for the scholarship.

The applicant must have already completed his/her course work with an approved dissertation proposal and is ready to conduct the dissertation research.The applicant's research must focus on any of SEARCA's priority thrusts under the broad themes of natural resource management and promotion of agricultural competitiveness.

Application Requirements

Filled out Application Form (see below);

Letter of application for the research scholarship;

Recommendation letter from the Dean of Graduate School of the university where the student is pursuing his/her degree program;

Dissertation research outline/proposal approved by the Advisory

Committee and Dean of Graduate School;

Budgetary requirement for the entire research duly attested and recommended by the major adviser and Dean of Graduate School;

Certified transcript of academic records for all courses taken at the PhD level;

Curriculum vitae;

Letter from the student certifying that he/she is not receiving any other research grant from any other institution. If partial funding has been obtained from other sources, a certification from the funding agency indicating the amount of grant and the items in the research that are covered by the grant; and

Research timetable indicating the activities involved in the research, the expected date of defense and expected date of seminar paper presentation.

Application deadlines are 1 April and 1 September.

Its people are Southeast Asia's most potent force for progress. Hence, agricultural human resource development has been SEARCA's primary goal since its establishment. SEARCA is one of the "centers of excellence" established by SEAMEO. As such, SEARCA assists SEAMEO member countries in producing highly trained human resources in

agriculture and related sciences to accelerate agricultural and rural development in Southeast Asia.

Two of SEARCA's activities that carry out this mandate are the Graduate Study Program and the University Consortium. Both activities are handled by the Graduate Scholarship Department (GSD). This degree scholarship was initiated in academic year 1968-69 and aims to ensure the relevance and responsiveness of Southeast Asia's agricultural scientists and professionals to global sustainable development issues.

The program provides support for advanced studies leading to the MS and PhD degrees in agriculture, forestry, and related fields. Thus, SEARCA aims to prepare grantees for positions of leadership in developing economies of SEAMEO member countries.

Applicants may also view information on benefits and privileges of scholars, places of study, application procedures, where to apply, recruitment procedures, and conditions of the grant.

Benefits and Privileges

The SEARCA scholarship offers the following benefits and privileges: Financial Support covers stipend, tuition, international and domestic travel allowances, thesis/dissertation support, book allowance, and health insurance. The domestic travel allowance is sometimes allowed to support registration fees in training courses/seminars/ workshops.

Discounted Accommodation. Scholars are encouraged to stay at the SEARCA Residence Hotel (SRH) to meet other graduate students of different nationalities. Scholars who bring their families with them can stay in SEARCA apartments, also at subsidized rental fee.

Assistance with Student Visa Processing. The Center takes care of processing the extension of its scholars' student visas for the duration of their scholarship.

Computer Purchase Loan. This is given to scholars without interest and payable to the Center in a specified number of months through automatic stipend deduction.

In-house and Other Training Courses or Seminars. Scholars may avail of these training courses upon request, especially in fields related to their studies. Official functions like the weekly SEARCA Agriculture and Development Seminar Series are also open to them. They are, therefore, exposed to exchange of ideas outside their classrooms.

Use of SEARCA Facilities. Facilities open to SEARCA scholars are the Center's Library and Email Room. Scholars studying at UPLB are given free SEARCA e-mail accounts and e-mail access.

Participation in Sociocultural Activities. SEARCA scholars are introduced to the SEARCA family through orientation/ welcome party. Being part of the SEARCA family, they are invited to the Center's summer outing, sportsfest, anniversary celebration, and Christmas parties.

Counseling. Scholars who are experiencing academic difficulties and those with personal problems may seek guidance from the Graduate Scholarship Department.

Five of these universities are members of the Southeast Asian University Consortium for Graduate Education in Agriculture and Natural Resources. SEARCA serves as the Secretariat of the University Consortium.

SEARCA reserves the right to make the final decision on the choice of ten scholars' study post. Therefore, applicants are required to submit to SEARCA applications for admission to the Graduate Schools of three universities in the list.

Application Procedure

Any interested national of a SEAMEO member country may apply for scholarship. Applications may be submitted to any one of the following Ministries of his/her own country:

Ministy of Education

Ministry of Agriculture

Ministry of Forestry

Ministry of Fisheries

Ministry of Rural Development

Application forms and information brochures on the universities that may serve as study posts of SEARCA scholars are available at these Ministries.

Each applicant is required to submit the following documents:

SEARCA Scholarship Application Form (2 copies);

Application forms for admission to the Graduate School of the universities where the applicant may pursue graduate studies under

SEARCA scholarship;

Official transcript of academic records of each degree completed (BS transcript for MS applicants and BS and MS transcripts for PhD applicants);

Certification of employment;

A two-page write-up on agricultural competitiveness or natural resource management;

A brief description of the research that the applicant plans to conduct for thesis/dissertation . The research topic must be in line with the priority thrusts of SEARCA. (SEARCA Five-Year Plan may be viewed at

Two copies of passport-size pictures of the applicant;

Certification from a medical doctor that the applicant is in good physical and mental health condition and is fit to undertake graduate studies;

Official endorsement from the employer;

Results of Test of English as a Foreign Language (TOEFL): score of 550 for paper-based and 213 for computer-based) or IELTS results (6.0). The TOEFL results must be issued by Princeton, New Jersey, USA. Check the schedule and venue of TOEFL tests in your country at
