[vinnomot] Re: HASINAS MIG CHURI CASE

---------- Forwarded Message ----------

It is a pleasure to be back again after dealing with flu for a long time. Regardless what some anti Bangladesh writers portray Mr Mohiuddin, his suggestions demands consideration.

Bangladesh seemed to have enjoyed more comfortable socio economic,  during the army personal turned politicians (Ziaur Rahman, Ershad) rule, compared to the past so called democratic governments (Mujib, Khaleda and Hasina).

Parliamentary democracy had already proven impotent for Bangladesh. It is noway the fault of the system but the political culture of Bangladesh. Specialy the existance of family dynasty have made two simple housewives into Iron Ladies, who became as authoritarian as any dictator. Among these two, though Khaleda Zia had shown her willingness for dialogues with her main opposition leader(s), the later always opposed such intiative under "illogical pretext". Thus placing the fate of Bangladesh into unknown territory.

Placing party nomination for Parliamentory elections at  high stake, the two major political parties, have encouraged and attracted a handfull numbers of the corrupt and the terrorist harboring criminals to participate in peoples representation. Thus deteriorating Bangladesh's socio-economical and political conditions.

Though both the major political parties are big mouth in echoing "democracy", none practices such among themselves. Such unproductive attitude only contributed for Khaleda and Hasina to act as God among the party leaders and activists. Mandhandling of a few Awami Leage presidium members and constant threat in the recent past, to RATS ( Rajjak, Amu, Tofail and Suranjeet Sen Gupta) for possesing reform ideas, pictures the fragile democracy in  Awami Leage itself.

On the counter part, BNP is no better. As they depend so heavily on Khaleda Zia for decission making that, with her in jail, the party leaders are in geopardy about their role. And they have engaged in serious confrontation with each other which may bring the colapse of the party itself.

Along with Mr Mohiuddin's suggestions, may I add the following:

1. The party chief should be directly elected by the party activists under secret ballot, and such elections should be held every year.

2. The party members who  have different approach to party policies should be protected from malignment and physical assault.

3. Any call/plan to obstruct dialogues with the opposing political parties should be discouraged.

4. No person should be placed in important party posts, if the person have been convicted in the court of law, or had a past of corruption, or terrorism or anarchism.

5. Awarding party nomination for monetary gain should be banned.

6. Close relatives of the party leaders, the leaders themsleves , or the party activists could not be eligible to participate directly or indirectly in public works. Any party leader or activist found to violate such, should be barred from politics for good and should be prosecuted for corruption charge.

7. No employee of the state should be eligible to  become affiliated with any political party. Violators should be fired if found guilty, and all his/her benefits and previlages from the state should be forfeited.

8. The party would be held soley responsible for any death, taunting, threats or destruction of private or public properties, caused by the party activists in the name of strike or procession. And should be subjected to prosecution and would be hold liable to compensate in full for such anarchy.

No political leaders /activits should be allowed to carry personal vendetta by using party influence.

9. Students and Labor politics should be free from the mainstream political parties. During the study session or work hours, no student or labor should be eligible to participate in any sort of activity which is not part of their education/work.

10. Call for opinion among  public from different background should be initiated before making serious state affairs, such as bilateral agreement (border, transit, water) or business agreement with multi national companies. All such agreement should be made public via the the media, and no secrecy on this regard should be entertained.

11. No political party / leader should be allowed to invite or initiate any dialogue with foreign emisseries about state affairs or political matters. All political parties should follow the 1961 Vienna Accord about the conduct of the foreign diplomats.

12. Any elected member of parliament if absent deliberately in parliament session for more than 30 days would loose the membership and previlages along with it. Re election should be held on the same constituency. Repeated violators would not be eligible to particiapte in any state elections for next 15 years.

13. The oppostion members of the parliament should be allowed 55% time in the session. 40% representation in  different parilamenty commitee should be preserved for them as well.

I am sure there could be more suggestions on this regard, which I leave it to the other writers. But I fimrly beleive that, we all love our beloved Bangladesh, and meaningfull discussions among ourselves without prejudice could only improve the socio political conditions of Bangladesh.

Sincerely

Musfique.

Mr. Faruque Alamgir,
I have three suggessions for creating new Bangladesh:

1. First ban all politicians to run for any public Office(Who received Halua Rutir Bhagabhagi) who were previously represented as M.P. Upozila Chairman, Union Council Chairman and Members. Chowkidar's will be exception.

2. A Politician cannot run for second term as Prime Minister. Previous Prime Ministers/Presidents won't be allowed to run for any public office.
3. Minimum educational qulaification  for running for Parlimentery seats will be University Gratuation. No exception at all.
